Odisha Universities Bill Gets Nod Before Odisha Assembly Adjourned Sine Die

Bhubaneswar : The budget session of the 17th Odisha Legislative Assembly was adjourned sine die on Thursday, three days before its scheduled conclusion. According to reports, the House witnessed a marathon discussion on the Odisha Universities (Amendment) Bill that lasted over 12 hours. The bill was passed at around 4:29 am today in the Assembly with the ruling party’s majority, despite opposition from the BJD. The ruling party had proposed 18 amendments, but 12 were opposed by the BJD party. It is learnt that BJD MLA Arun Sahoo questioned the validity of the bill stating that it was an amendment to the 1989 bill, which was introduced in 2024. He added that the bill’s legitimacy would be debated in the Supreme Court in the future. It is pertinent to mention that the Assembly’s proceedings began on Wednesday at 10:30 am and continued until 7:05 am on Thursday. The House also witnessed heated discussions between the ruling party and the opposition. Preparations will be in progress for the appointment of a new Vice Chancellor at least six months prior to the conclusion of the outgoing incumbent’s term. A three member Appointment Committee will oversee this process. One member will be designated by the Chancellor, another by the University Grants Commission (UGC) Chairperson, and the third will be appointed by the university syndicate. The committee will shortlist three candidates, ensuring that none faces any pending cases with the Anti Corruption Department. The Governor will appoint the Vice Chancellor from the shortlisted candidates, with the nominee serving a four-year term or until reaching the age of 70, whichever comes first. Reappointment is permissible but limited to a single additional term. The Chancellor retains the option to consult the state government as necessary. In instances where the Vice Chancellor requires leave, responsibilities will temporarily transfer to a senior professor.
