Odisha Cabinet Approves 10 Major Proposals

Bhubaneswar: Odisha Cabinet led by Chief Minister Naveen Patnaik on Tuesday approved 10 major proposals of eight departments. The Cabinet Meeting’ was held in the 3rd Floor Conference Hall of Lok Seva Bhawan, Bhubaneswar under the Chairmanship of CM Naveen Patnaik. The Ministers of the State Cabinet attended the meeting.After the meeting was over, Chief Secretary Pradeep Kumar Jena informed the media that 10 agenda items of 8 departments were presented and all have been approved in the Cabinet. ACS Revenue & DM, FE & CC Deptartment Satyabrata Sahu was present during the press brief of the Chief Secretary. The Cabinet approved the EPC tender for the project “Construction of Utility Corridor between Gopalpur Port and TATA Steel Industrial Park at Gopalpur to be executed through IDCO to provide logistics facilities required for existing and upcoming industries in the Gopalpur Industrial Park.The corridor will provide seamless and effective operational linkages between TATA Steel Industrial Park and Gopalpur Port . The State Government has taken a futuristic initiative to cater to the demand of existing and upcoming industries in the Gopalpur Industrial park for effective and economical logistics. The project is proposed to be implemented on EPC mode. The EPC Contractor will take up detailed design, engineering, construction and O&M for 10 years. The scope of the work broadly includes site survey, detailed design, construction of road, sleeper for utility pipeline, internal and external infrastructure works, pump house with crane facility, firefighting works, storm water drain, flyover over PWD road, soil retaining structure, sleeper base, cable trench, SFRC compound wall, landscaping, high mast lights etc.With the construction of the utility Corridor, the industrial development in the area will get a tremendous boost. The Cabinet approved the project with a cost of Rs. 128.88 crores excluding GST. The cost includes construction, maintenance of the project during defect liability period of 5 years and operation and maintenance period of 10 years, according to an official release. The Cabinet also approved a proposal of the Revenue & Disaster Management Department for amendment of the Odisha Government Land Settlement Rules, 1983. The amendment will help resolve the long pending land issues of Puri Municipality and waste land lease for homestead purpose in Bhubaneswar and Jatni Tahasils of Khurda district. The amendment will provide for the manner for settlement of land earlier leased out by Puri Municipality under the Odisha Municipal Act, 1950 or under any other law which was in force at the time of granting of such lease, with the persons presently in occupation of such land. Similarly, it will provide for the procedure for conversion of lease-hold into free-hold of the Government land leased out for homestead purposes in favour of homesteadless persons in areas coming under the jurisdiction of Bhubaneswar Tahasil and Jatni Tahasil of Khordha district. The Cabinet approved certain amendments in Odisha Food Processing Policy 2022 for promotion of Food Processing enterprises in the State.Some MSMEs are getting debarred to avail higher financial incentives from the State Government as because they have availed similar incentives from the Government of India. With this amendment, a differential amount’ of financial benefit can be extended to them, who have availed of similar incentive from the Government of India, if the state policy offers higher incentives. Enhancement of the timeline for condonation of delay, from the present limit of 60 days to 90 days, for filing of application for incentives by MSMEs for reasons not ascribable to them. Promote large investment (i.e Rs. 1 crore and above) in packaged drinking water. The State government announced one- time waiver and concession in arrear M.V. tax and penalty. The owners who want to scrap and de-register their vehicles would get the waiver. Similarly, the penalty will be exempted along with some portion of tax as per the age of vehicle, who wants to carry on their transport business by depositing the tax in concessional rate. Thereby, owners of old vehicles will come forward to scrap and deregister their vehicles. The vehicle owners of less aged vehicles who want to carry on their businesses will be able to deposit the tax at concessional rates. At the end, very old vehicles will be out of road, the defaulting vehicle owners will be benefitted to a great extent and ultimately, Government will be able to recover a substantial amount. The Odisha Cabinet today approved certain amendments in Odisha MSME Development Policy ‘2022 for its smooth implementation. The Government has decided to take over the Secondary Board High School, Cuttack to provide infrastructural development as well as quality education in the school. A proposal in this regard has been approved by the State Cabinet chaired by Chief Minister Naveen Patnaik. “The Secondary Board High School, Cuttack will be taken over by State Government with effect from 1n January 2024 to provide infrastructural development as well as quality education in the school”, according to an official release.
